Stupak-Pitts Amendment
From Wikipedia, the free encyclopedia
The Stupak-Pitts Amendment (alternatively known as the Stupak Amendment and the Stupak-Ellsworth-Pitts-Kaptur-Dahlkemper-Lipinski-Smith Amendment) is an amendment to the Affordable Health Care for America Act written by Democratic Rep. Bart Stupak of Michigan and Republican Rep. Joseph R. Pitts of Pennsylvania. Other prominent supporters of the amendment are representatives Brad Ellsworth,Marcy Kaptur, Daniel Lipinski, Kathy Dahlkemper and Chris Smith.
[edit]Content
The amendment states that a government-run health insurance plan can not cover elective abortion and that subsidies may not be used to purchase insurance plans that cover elective abortions. Similar to theHyde Amendment, exceptions for funding are made in the case of Rape, Incest, and life threatening health conditions. The committee approved the addition.[1] It comes after the apparent failure of the Hyde Amendment to prevent lawmakers from drafting abortion-funding legislation. The amendment specifically allows individuals to purchase supplementary insurance that covers elective abortions.
[edit]Political criticisms
NARAL Pro-Choice America criticized Stupak's proposal, stating that it could mean that people whose health insurance currently covers elective abortions will lose that service. Those who voted against his addition argued that the fact that the premiums of private individuals would pay for the abortions meant that the Hyde Amendment does not apply. Supports of the legislation argued that individuals would be free to purchase supplementary insurance to cover elective abortions. In addition, exceptions are made to the ban in federal funding from abortions due to Rape, Incest, or life-threatening health conditions. According to the Guttmacher Institute, 13% of all abortions in 2001 were directly billed to private insurance companies. Some in the debate have used this statistic to argue that, because relatively few women seem to use private insurance coverage to pay for abortion services, loss of this coverage would have minimal impact. However, that statistic [alone misrepresents the situationhttp://www.guttmacher.org/media/inth.../11/index.html], including by omitting those women who pay for the procedure out of pocket and later seek reimbursement from their insurance company or those women who have coverage but chose not to use it because they don’t want their employer, insurer or primary policyholder (spouse, parent) to know that they obtained an abortion. The National Right to Life Committee criticized Capps' proposal, stating that the Secretary will choose to cover all kinds of abortions. Factcheck.org, an independent organization, reviewed HR 3200 in August and concluded that the public plan would be allowed to cover all abortions.[1]
[edit]Congressional action
[edit]House action
The House approved the Stupak-Pitts amendment on November 7, 2009, by a vote of 240-194. The lead sponsor, Bart Stupak, had stated in late September that he wanted a full vote on the House floor on the amendment.[2] After the amendment was adopted, Stupak voted in favor of the amended bill (see Affordable Health Care for America Act).
[edit]Prospective Senate action
Even though the Stupak-Pitts Amendment was part of the Affordable Health Care for America Act as enacted by the House, as of November 2009 its future remained uncertain. It was not clear whether similar language would be approved by the Senate, and House Democratic leadership refused to commit that Stupak-Pitts would be part of any conference committee health care reform legislation to be returned to the House later for possible future final action by Congress.[3][4] Democratic Senators Ben Nelson and Bob Casey have indicated support for the Stupak amendment banning the use of federal funds for elective abortions.[5]

How good is the iphone at playing games?
It frustrates me that I can't (or don't know how) to decline a call on my iphone when it is locked. I have to just let it ring and it sends it to my "missed calls" log. Does someone know if and how I can decline calls when it is locked?
